Can't post in services addition/correction

I read the rules for posting (including hiding the tracking number), noticed I can't post without registering, registered, then saw I can't post when registered. I got a message from the developer to let them know what's not working and found my way here. What is the proper way to let you know about missing and broken shippers?

I left a review on Google Play indicating that services weren't working and I was asked to contact the dev to provide more details. I found this site, read the instructions regarding how to post about services, saw that I needed to register to post, registered, and now see that I cannot post in the forum. What is the proper way to share details about new and broken services?
