Way of reporting not working services by English-speakers

My suggestion here is to make it easier for English-speaking users to report not working services or suggest new ones.
The problem in current solution I see is mostly during registration on the forum. Everything seems to be in Russian until you actually finish registration and set the language to English.
I am sure that it discourages many users from reporting anything.

Would be great to at least add some flag and easy way to switch the language already on the main page, so potential registration process becomes much less painful.
