Не знаю, где именно может быть проблема. Реализовал два сервиса (старый si + новый si_post_en) через способ, описанный на первой странице (TrackWebService.svc). Во время тестов капча ни разу не вылезла.
Но я тестировал с дефолтным трек-номером (CN123456789SI), может быть для него капча отключена. Других актуальных трек-номеров не нашёл.

Подкинули мне один реальный трек-номер, добавил дополнительную проверку

Надо сменить SID с "si" на "si_post" .
